| 内容記述 | With the decision to lower the age of adulthood to 18 at the fiscal year of 2022, it is an urgent matter to train high school students to become significant formers of ａ democratic society. For this purpose, along with putting citizenship education at the core of education, MEXT should also clarify the ideal image of ａ citizen, and establish guidelines for citizenship education to realize that image. Following those guidelines, local educational administrations must provide concrete materials to develop extensive citizenship education based on the political culture education that is currently being implemented. The three important viewpoints in that content are as follows: First, the education should help students act independently by their own will. Second, it should help them acquire “metacognition” skills, and raise those “metacognition” skills to ａ level beyond the state. Third, it should connect responsible behavior as citizens with active participation in their own society. | |||||

| 内容記述 | 2022年度より成人年齢が18歳に引き下げられることが確定している中で､高校生を民主主義社会の有為な形成者に育てることが急務となっている｡そのために､文部科学行政は教育全体の中核に市民性教育を位置づけるとともに､理想とする市民像を明確にして､その実現に向けた市民性教育の指針を策定する必要がある。そして､地方教育行政はその指針を受けて、現在実施している政治的教養の教育を起点に、より広範な市民性教育を展開する具体的な材料を学校現場に提供しなければならない｡その際の視点として、まず、生徒自身が自分の意志を持って自立するのを支援すること、そして、「メタ認知」を身に付けさせ、その「メタ認知」を国家を越えたレベルにまで引き上げること、さらに、個々人がする社会への能動的な参画と市民としての責任ある行動に結びつけること、以上の３点が重要である。 | |||||
