For this purpose, along with putting citizenship education at the core of education, MEXT should also clarify the ideal image of ａ citizen, and establish guidelines for citizenship education to realize that image. Following those guidelines, local educational administrations must provide concrete materials to develop extensive citizenship education based on the political culture education that is currently being implemented. The three important viewpoints in that content are as follows: First, the education should help students act independently by their own will. Second, it should help them acquire “metacognition” skills, and raise those “metacognition” skills to ａ level beyond the state.
