In this paper, it is firstly clarified that the background to this is the diversification of educational problems and the busyness of school teachers, as well as the decentralization of curriculum administration. Second, it was thought that the successful functioning of “School as a Team” could be expected to empower children. Third, from the viewpoint of the professional capital theory, it was thought that the functioning of the “School as a Team” would increase the social capital of teachers, and as a result, the teachers would grow. Fourth, the relationship between schools and local communities was examined based on case studies, and it was considered that the realization of “School as a Team” would give teachers and students more time, and at the same time, the positive relationships created between local residents and students would have a positive impact on education for students. Increasing social capital, that is, realizing “Schools as a Team,” may be a factor in busyness of teachers, and may be avoided from the perspective of “the work style reform”.
